Jane Staveley
Senior Research Associate

Jane Staveley is a Research Associate with the Jacob France Institute and is responsible for managing and coordinating projects undertaken by the Institute in the area of human services.
Current projects, funded by the Maryland Department of Human Resources, include a spatial analysis of job accessibility for Temporary Cash Assistance recipients in Baltimore City, the development of job entry and success in the work force performance measures for the TANF High Performance Bonus competition, and an evaluation of the differences between 1990 Census and Administrative data in measuring the number of children in poverty in Maryland. The Jacob France Institute is participating with the Chapin Hall Institute for Children at the University of Chicago and the National Institute for Children in Poverty at Columbia University in a three year study funded by the Department of Health and Human Services to examine patterns of child care subsidy use and explore the effects of that use on welfare and employment outcomes among current and former welfare mothers. Last year, Jane was project manager for a series of surveys of former TCA recipients in Maryland examining receipt of benefits by former recipients.
Jane has worked as a researcher, project manager and assistant director in the area of human services since 1990. At the Institute for Business and Economic Studies (later the Regional Economic Studies Program) at the University of Baltimore, she was responsible for managing the Institute's contracts with the Maryland Department of Human Resources (DHR). Projects conducted under these contracts included research into the causes of changes in the Aid to Families with Dependent Children (AFDC) caseload in Maryland, and the development of a model to forecast the AFDC caseload. The Institute provided technical assistance to DHR as it prepared for welfare reform, including a study of means-tested programs in Maryland, preparation of the DHR Fact Pack, and development of a cost policy model to estimate the impact of reform on caseloads and costs, and to assist local departments of social services in managing their Family Investment programs. From 1996 to 1998, Jane was Assistant Director for Human Services at RESI at Towson University.
Before coming to Baltimore, Jane worked as an economist and policy analyst in banking and consulting in New York City and for the State of Illinois' Economic and Fiscal Commission.
Jane has a Masters degree from the School of International and Public Affairs at Columbia University and a Bachelor's degree (magna cum laude, phi beta kappa), also from Columbia University.
